Support of Uniform Judicial Practice Establishment was four months duration program, funded by Swiss Agency for Development and Cooperation and implemented by the United Nations Association of Georgia in 2007 in cooperation with Supreme Court of Georgia. UNAG seeking to promote effective performance of public institutions endorsed the principles of participation, consensus building, accountability, transparency, responsiveness, efficiency in Public Service. Public participation in public agencies should be equitable and inclusive. Effective governance assures minimization of corruption, consideration society suggestions and opinions in decision-making. Establishment of Uniform Judicial Practice, one of the major directions of judicial reform, is particularly important for supporting Justice System. Unification of judicial practice and generalization of decisions taken by courts is significant to applicability and interpretation of the legal provisions set by Georgian legislation. Taking into consideration the governmental strategy regarding judicial reform, the importance of unified judicial practice, and inefficiency of activities of the governmental units UNAG considered the presented project as a startup tool to assist the public service in several ways, such as beginning elaboration of the methodology on generalization the judicial practice, involving official representatives in the process of creating basis developing future strategy and action plan on unification of practice. General objective of the project was to enhance effective performance of Judicial System by unification and generalization of the court practice. Project also focuseed on complex problem of prolonged court cases. The overall objectives of the project included:
• Supporting creation of common interpretation scheme of legal provisions; • Supporting creation of system of unification of court practice; • Modeling court practice generalization; • Assisting advocates and public servants in adequate implementation of legal regulations. In order to achieve the objectives of the project variety of activities including analysis and generalization of Court decisions in Civil and Administrative Law, discussions, round tables and introductory seminar, publication of results of analysis had been conducted.
